LibWeb: Split SVGTextContentElement into spec defined subclasses

Browse source 
As part of this move properties/methods to the correct subclass
(position related properties go under SVGTextPositioningElement).

SVG text element hierarchy:

  SVGTextContentElement
           ^- SVGTextPositioningElement
                     ^- SVGTextElement
                     ^- SVGTSpanElement
           ^- SVGTextPathElement (TODO)
           ^- SVGTRefElement (TODO)
