LibCore: Move Core::Stream::File::exists() to Core::File

Browse source 
`Core::Stream::File` shouldn't hold any utility methods that are
unrelated to constructing a `Core::Stream`, so let's just replace the
existing `Core::File::exists` with the nicer looking implementation.
