LibArchive: Refactor Tar to make DRY (Don't Repeat Yourself)

Problem:
- The getters and setters duplicate code for conversions.
- Getters are returning `const StringView` rather than non-`const`.

Solution:
- Factor out common code to helper functions.
- Return `StringView` as non-`const`.
