LibJS: Implement Temporal.Now.plainDate()

...and ten required AOs we didn't have yet:

- BalanceISODate
- BalanceISODateTime
- BalanceISOYearMonth
- BalanceTime
- BuiltinTimeZoneGetPlainDateTimeFor
- GetISOPartsFromEpoch
- GetOffsetNanosecondsFor
- ParseTemporalTimeZone
- SystemDateTime
- ToTemporalTimeZone
