These APIs only perform small allocations, and are only used by LibJS
and the time zone settings widget. Callers which could only have failed
from these APIs are also made to be infallible here.
That's what this class really is; in fact that's what the first line of
the comment says it is.
This commit does not rename the main files, since those will contain
other time-related classes in a little bit.
We have a new, improved string type coming up in AK (OOM aware, no null
state), and while it's going to use UTF-8, the name UTF8String is a
mouthful - so let's free up the String name by renaming the existing
class.
Making the old one have an annoying name will hopefully also help with
quick adoption :^)
