Everywhere: Mark dependencies of most targets as PRIVATE
...
Otherwise, we end up propagating those dependencies into targets that
link against that library, which creates unnecessary link-time
dependencies.
Also included are changes to readd now missing dependencies to tools
that actually need them.

This is a very common encoding for e-mail. Gmail seems to encode all
HTML e-mail in it.

LibIMAP: Add a new IMAP client and support NOOP
...
A large commit, but sets up the framework for how the IMAP library will
work. Right now only the NOOP command and response is supported.
