LibDraw: Introduce (formerly known as SharedGraphics.)
...
Instead of LibGUI and WindowServer building their own copies of the drawing
and graphics code, let's it in a separate LibDraw library.
This avoids building the code twice, and will encourage better separation
of concerns. :^)

GLabel: Make set_icon() take a GraphicsBitmap*.

Taking a RefPtr<GraphicsBitmap>&& was just making things unnecessarily
complicated for clients, and didn't actually improve anything.

Libraries: Create top level directory for libraries.
...
Things were getting a little crowded in the project root, so this patch
moves the Lib*/ directories into Libraries/.
