b477aff843 LibHTML: Detect hovering over links 
HtmlView now calls Node::enclosing_link_element() to find the nearest
ancestor <a> element.

This patch also adds HTMLElement and HTMLAnchorElement.

04b9dc2d30 Libraries: Create top level directory for libraries. 
Things were getting a little crowded in the project root, so this patch
moves the Lib*/ directories into Libraries/.
