cb1c3e5ea5 LibJS: Use TimeZoneMethods in DisambiguatePossibleInstants 
This commit partially updates the DisambiguatePossibleInstants AO to use
a time zone methods record in line with the latest spec.

f95117f75d LibJS: Use TimeZoneMethods in GetOffsetNanosecondsFor 
Update to the latest version of the spec which was refactored to use
time zone methods record. This requires updating a whole bunch of
callers to pass through a record too.

This also ends up improving exceptions on a missing
getOffsetNanosecondsFor method.

230ffc022c LibJS: Update Temporal's GetPossibleInstantsFor to latest spec 
The most noteworthy change is that we now pass through a Time Zone
Methods Record to this function instead of a raw object.

3c74dc9f4d LibJS: Segregate GC-allocated objects by type 
This patch adds two macros to declare per-type allocators:

- JS_DECLARE_ALLOCATOR(TypeName)
- JS_DEFINE_ALLOCATOR(TypeName)

When used, they add a type-specific CellAllocator that the Heap will
delegate allocation requests to.

The result of this is that GC objects of the same type always end up
within the same HeapBlock, drastically reducing the ability to perform
type confusion attacks.

It also improves HeapBlock utilization, since each block now has cells
sized exactly to the type used within that block. (Previously we only
had a handful of block sizes available, and most GC allocations ended
up with a large amount of slack in their tails.)

There is a small performance hit from this, but I'm sure we can make
up for it elsewhere.

Note that the old size-based allocators still exist, and we fall back
to them for any type that doesn't have its own CellAllocator.

6e19ab2bbc AK+Everywhere: Rename String to DeprecatedString 
We have a new, improved string type coming up in AK (OOM aware, no null
state), and while it's going to use UTF-8, the name UTF8String is a
mouthful - so let's free up the String name by renaming the existing
class.
Making the old one have an annoying name will hopefully also help with
quick adoption :^)

a5ea066693 LibJS: Fix number types in GetISOPartsFromEpoch

This means we now have to pass a global object and construct a BigInt
object just for the assertion, but oh well. We might want to have an
assertion macro that's optimized away in release builds at a later
point, however.

e4c07c5b8f LibJS: Make new_target parameter of all Temporal AOs a const*

which takes the parameter as a const&, so these can also be const.

b816037739 LibJS: Add the ToTemporalInstant Abstract Operation & its requirements 
This is Abstract Operation is required for the majority of
InstantConstructor's and InstantPrototype's methods.

The implementation is not entirely complete, (specifically 2 of the
underlying required abstract operations, ParseTemporalTimeZoneString
and ParseISODateTime are missing the required lexing, and as such are
TODO()-ed) but the majority of it is done.
