LibWeb+LibJS: Make the EventTarget hierarchy (incl. DOM) GC-allocated
...
This is a monster patch that turns all EventTargets into GC-allocated
PlatformObjects. Their C++ wrapper classes are removed, and the LibJS
garbage collector is now responsible for their lifetimes.
There's a fair amount of hacks and band-aids in this patch, and we'll
have a lot of cleanup to do after this.

This is a convenient way to return a DOM exception for operations that
return ErrorOr and only have an OOM failure path.

Web IDL is now a WHATWG standard and the specification was moved
accordingly: https://twitter.com/annevk/status/1445311275026821120
The old URLs now redirect, but let's use canonical ones.

This makes it more symmetrical with adopt_own() (which is used to
create a NonnullOwnPtr from the result of a naked new.)

way of representing file license information.

This was done with the `ambr` search and replace tool.
