Everywhere: Replace ElfW(type) macro usage with Elf_type
...
This works around a `clang-format-17` bug which caused certain usages to
be misformatted and fail to compile.
Fixes #8315

way of representing file license information.

This was done with the `ambr` search and replace tool.

LibC+LibELF: Implement support for the dl_iterate_phdr helper
...
This helper is used by libgcc_s to figure out where the .eh_frame sections
are located for all loaded shared objects.
