LibWeb: Add createDocument and createDocumentType for DOMImplementation
...
Both required for the acid3 test.
createDocument is used extensively in Web Platform Tests.

SPDX License Identifiers are a more compact / standardized
way of representing file license information.

This was done with the `ambr` search and replace tool.

LibWeb: Replace WrapperGenerator's snake_name() with String::to_snakecase()

This now turns "createHTMLDocument" into "create_html_document", that's
another FIXME gone. :^)
