These are simple calls through to the HTMLOptionsCollection functions
the same names, as with HTMLSelectElement.add().

The intent is to use these to autogenerate prototype declarations for
Window and WorkerGlobalScope classes.
And the spec links are just nice to have :^)

LibWeb: Expose HTMLSelectElement::options
...
Use the stub implementation of HTMLOptionsCollection to expose the
`option` children of `select` elements.
This fixes a JS error on openstreetmap.org, which occured when JQuery
code tried to access `options.length`:
