shuf: refuse repeating zero lines

This was a GNU behavior bug:

```console
$ LC_ALL=C shuf -er
shuf: no lines to repeat
[$? = 1]
$ cargo run shuf -er  # old, bad (unexpected success)
$ cargo run shuf -er  # new
shuf: no lines to repeat
[$? = 1]
```
