date: display %Z alphabetic time zone abbreviation
Improve the display of dates formatted with the `%Z` specifier so that the timezone abbreviation is displayed, not just its numeric offset. Fixes #3756 Co-authored-by: Jeffrey Finkelstein <jeffrey.finkelstein@protonmail.com>
